Even though the seasonally adjusted annual rate of urban housing starts declined 6.8 per cent in Ontario for April, according to CMHC, the housing market continues to benefit from low mortgage rates and strong consumer confidence. This year, CMHC expects 208,500 starts nationally, down slightly from the 2003 level but still the second best year since 1989.
